St. James, Jamaica — A significant step toward improving Jamaica’s affordable housing landscape was taken on Friday, April 25, as Prime Minister, officially broke ground on the Brookside Estate Housing Development in Spot Valley, St. James. The development will provide 418 modern housing units, part of a wider national plan to enhance homeownership and community living across the island.
The Brookside Estate project, situated on over 51 acres of strategically located land between Montego Bay and Falmouth, is being spearheaded by the National Housing Trust (NHT) under its Guaranteed Purchase Programme (GPP). It will comprise 240 one-bedroom and 178 two-bedroom homes, offering a mix of options tailored to meet the needs of young professionals, growing families, and retirees seeking safe, modern, and affordable living.
“This moment marks more than the start of construction. It also signifies our continued commitment to making the dream of homeownership a reality for thousands of Jamaicans,” said Prime Minister Holness during the ceremony.
A Cornerstone of Vision 2030
Describing the development as a key pillar in the Government’s Vision 2030 agenda, the Prime Minister said the Brookside Estate initiative is about more than just building houses—it’s about building inclusive, empowered communities with access to essential infrastructure, employment, and opportunities for upward mobility.
“With more than 19,000 housing starts planned across Jamaica, the Government is transforming the housing landscape through strategic investments, innovative financing, and sustainable planning,” he added.

Homes in the Brookside Estate are designed with durability and comfort in mind, featuring:

Developer and Oversight
The Henan Fifth Construction Group Jamaica Limited has been contracted to execute the design, implementation, and delivery of the project, while the NHT will absorb the market risk, ensuring affordability and accessibility for beneficiaries.
The Brookside Estate site was selected not only for its serene surroundings but also for its strategic proximity to major employment zones in Montego Bay and Falmouth. This ensures residents can enjoy the tranquility of suburban life without sacrificing the convenience of urban connectivity.
A National Housing Momentum
Brookside Estate is the latest in a series of major housing announcements under the NHT's aggressive construction push, with additional developments planned for locations such as Barrett Hall, Adelphi, Spot Valley, and others across St. James and western Jamaica.
These investments align with the Government’s broader ambition of delivering 43,000 new housing solutions islandwide, a figure seen as essential to closing the nation’s housing gap.
