$49 Million ‘Village at Tower Hill’ Project Set to Transform Housing for Families in St. Andrew West Central

Kingston, Jamaica — Construction is scheduled to commence next week on a pivotal multi-family housing project in St. Andrew West Central that promises to provide safe and modern accommodation for approximately 13 residents by December 2025.

Known as the ‘Village at Tower Hill’, this development will comprise six newly constructed housing units located at Lot 99–100 Tower Avenue, Kingston 11. The project is being executed under the Government’s New Social Housing Programme (NSHP) with an estimated investment of $49 million.

The contract signing and groundbreaking ceremony took place on Friday, June 13, with Prime Minister and Member of Parliament, Dr. the Most Hon. Andrew Holness, leading the proceedings.

Addressing attendees at the event, Dr. Holness underscored the significance of the development, noting that upon completion, six families who were previously residing in substandard living conditions will be relocated to modern apartments that provide dignity and improved quality of life.

“We now have the capability, we understand how to do it, and we can do it with greater pace,” he stated, emphasizing that this project represents a larger governmental commitment to revamping tenement yards across the island.

The Prime Minister reiterated the administration’s dedication to community transformation and enhancing the living standards of Jamaican citizens.

“If we want to transform communities, one of the main ways… is to transform the living conditions of the people. The New Social Housing Programme is designed to transform the housing conditions of the people; but it works well when you are transforming the housing conditions of people who are, themselves, ambitious,” Dr. Holness added.

He highlighted the Government’s establishment of robust systems and capabilities to deliver housing benefits to eligible Jamaicans, affirming that the Tower Avenue development will be a catalyst for positive change in the lives of its beneficiaries.

In his remarks, the Prime Minister also urged residents and stakeholders to maintain peace and stability in the community, pointing to the importance of a calm environment in attracting further investment.

“We are now at a point where crime is going down, we can have peace in our communities and we now can start to invest in urban communities that have been neglected for years,” he observed.

Supporting the Prime Minister’s assertions, Arlene Williams, Permanent Secretary in the Ministry of Economic Growth and Job Creation, emphasized that the New Social Housing Programme is making a meaningful impact on the lives of vulnerable Jamaicans.

Echoing this sentiment, Amika Sewell, a beneficiary of the Tower Avenue project, expressed her sincere gratitude for the initiative that will provide her family with a secure and improved living environment.

The New Social Housing Programme, implemented under the broader Housing, Opportunity, Production and Employment (HOPE) Programme and overseen by the Ministry of Economic Growth and Job Creation, aims to uplift Jamaica’s most vulnerable populations by offering quality, affordable, and sustainable homes.

The NSHP operates through three key modalities:

  • Provision of single detached units for individuals who own or have legal access to land;

  • Relocation of vulnerable communities from substandard dwellings; and

  • Upgrading of tenements through multi-family housing solutions.

The Village at Tower Hill development exemplifies the Government’s resolve to address urban housing challenges with targeted, community-centered solutions designed to foster sustainable development and social upliftment.
