As the summer of 2013 closes and Jamaica enters the second quarter of its IMF Extended Fund Facility, the housing sector has settled into a fragile equilibrium: the acute risks of programme breakdown have receded, the NHT controversy has not resolved but has not escalated, and the structural factors suppressing affordability and construction output remain unchanged. This September edition takes stock of the season and looks ahead to the second quarterly IMF review.
