As the summer of 2013 closes and Jamaica enters the second quarter of its IMF Extended Fund Facility, the housing sector has settled into a fragile equilibrium: the acute risks of programme breakdown have receded, the NHT controversy has not resolved but has not escalated, and the structural factors suppressing affordability and construction output remain unchanged.
