The Atlantic hurricane season shows no sign of relenting. As of Monday morning, the National Hurricane Center in Miami is tracking at least two areas of disturbed weather in the Atlantic basin, neither of which poses an immediate threat to Jamaica or the wider Caribbean — but meteorologists are emphatic that the region cannot afford complacency. With twelve named storms already logged in 2025 and ocean temperatures across the western Caribbean stubbornly elevated, forecasters warn that the season’s most dangerous chapter may still lie ahead.
“October is not the end of the story — in many years, it is the beginning of the most consequential chapter,” said Dr. Evan Thompson, director of the Jamaica Meteorological Service. “The statistical peak of the season is behind us, but the physical conditions that generate major hurricanes — deep warm water, low wind shear — remain very much in place across the Caribbean basin right now.”
The NHC’s latest Tropical Weather Outlook, issued Monday at 8 a.m. EDT, identified a broad tropical wave that departed the West African coast between September 28 and October 1, now positioned over the central Atlantic. Forecasters assigned the system a low probability — roughly 20 percent — of tropical cyclone development over the next five days as it tracks west-northwestward. A second, less-organised area of convection further north in the open Atlantic was accorded only a 10 percent development chance. Neither system is currently on a trajectory toward the Lesser Antilles or the Greater Antilles, though forecasters cautioned that the track models carry significant uncertainty at extended range.
An Above-Normal Season in Full Swing
NOAA’s Climate Prediction Center confirmed in August that 2025 would be an above-normal Atlantic hurricane season, forecasting between seventeen and twenty-five named storms, nine to thirteen of which were expected to reach hurricane strength. With twelve named storms already and the climatological active period extending through mid-October, that upper range no longer looks implausible. At least four of those systems reached major hurricane status — Category 3 or higher — underscoring what scientists have described as a season energised by persistently anomalous sea surface temperatures and a La Niña pattern that suppressed the vertical wind shear that typically inhibits Atlantic storm development.
Colorado State University’s Tropical Weather and Climate Research group, which issues some of the most closely watched seasonal forecasts, noted in its October update that accumulated cyclone energy for 2025 is tracking well above the historical median. Philip Klotzbach, the group’s lead forecaster, observed that the season has featured “an unusually high proportion of rapidly intensifying systems,” a trend consistent with what climatologists have been documenting over the past decade as ocean heat content deepens.
That deepening heat is the factor most alarming to regional meteorologists as October unfolds. Sea surface temperatures across the western Caribbean — the corridor that funnels storms toward Jamaica, the Cayman Islands, Cuba and the Yucatán Peninsula — are running between one and two degrees Celsius above the 1991–2020 baseline, according to data from NOAA’s CoralWatch and satellite SST products. More critically, ocean heat content — a measure of warmth extending through the water column, not merely at the surface — is elevated to depths that can sustain and intensify a hurricane even if surface cooling occurs through storm-induced upwelling.
“What makes this environment particularly dangerous for rapid intensification is that the warm water goes deep,” explained Dr. Christina Patricola of Lawrence Berkeley National Laboratory, whose work on climate and tropical cyclone intensity has been cited by the World Meteorological Organization. “A storm can churn up cooler water from below and still find abundant energy. That has shortened the warning times communities have to prepare.”
CARICOM and Regional Coordination
Against this backdrop, the Caribbean Disaster Emergency Management Agency (CDEMA) held a coordination call last week with national emergency management offices across the region, reviewing shelter capacity, pre-positioned relief supplies and communication protocols. The agency noted that lessons from previous seasons had been incorporated into updated regional response frameworks, but cautioned that several member states were still working to close gaps in warehouse prepositioning and early warning dissemination, particularly in rural communities.
CARICOM’s Secretariat in Georgetown issued a reminder to member states that the Caribbean Catastrophe Risk Insurance Facility (CCRIF) — the parametric insurance mechanism providing rapid post-disaster liquidity — requires governments to have completed their annual policy renewals, which fall due in June. Officials declined to specify which, if any, member states had outstanding coverage questions, but the reminder was interpreted by regional analysts as a signal that the body is treating the remainder of the season with heightened seriousness.
Jamaica’s Office of Disaster Preparedness and Emergency Management (ODPEM) confirmed to this publication that its national shelter network is undergoing a rolling inspection programme through October. Director General Richard Thompson said his office had completed assessments of approximately 180 designated shelters island-wide since August, identifying maintenance deficiencies — ranging from leaking roofing to inadequate sanitation — at roughly a quarter of those facilities. Remediation orders have been issued, Thompson said, with priority given to shelters in the historically storm-vulnerable parishes of Westmoreland, Hanover, St. Elizabeth and St. James.
“Our shelter network has improved substantially since 2004 and 2005, but we are not where we need to be,” Thompson said. “We are working with parish councils and the Ministry of Local Government to address the most critical gaps before the season closes.”
The National Works Agency (NWA) has been deploying crews to clear culverts and drains ahead of any weather system, with particular focus on low-lying coastal communities in western and southern Jamaica where storm surge and inland flooding have historically caused the greatest damage. The National Solid Waste Management Authority (NSWMA) is similarly conducting drain-clearing operations under a seasonal programme. Both agencies are coordinating under ODPEM’s National Emergency Operations Centre framework.
The Property Angle: Insurance, Exposure and Building Standards
For homeowners and property investors, October is traditionally the month when the industry’s counsel shifts from advisory to urgent. Several major insurers operating in Jamaica — including GraceKennedy General Insurance, Sagicor and NCB Insurance — have in recent weeks circulated reminders to policyholders encouraging them to review their hurricane coverage before any storm develops.
The message is timely. Industry data compiled by the Insurance Association of Jamaica suggests that a significant proportion of residential properties — particularly in the informal housing sector and among older stock in rural parishes — remain either uninsured or underinsured against wind and flood damage. The Financial Services Commission of Jamaica has for several years flagged this coverage gap as a systemic vulnerability, noting that when uninsured families suffer catastrophic losses, the fiscal burden falls disproportionately on the state.
“People think insurance is expensive until they need it,” said Nadine Bailey, a Kingston-based property consultant who works with the Jamaica Real Estate Board. “After a major hurricane, uninsured homeowners face years of financial recovery — or they simply don’t recover. The asset they spent a lifetime building is gone.”
The concern extends beyond individual households. Jamaica’s housing stock carries a substantial legacy of structures built before the adoption of more rigorous wind-resistance standards in the early 2000s. The Bureau of Standards Jamaica has published updated building codes that mandate reinforced concrete construction and hurricane strapping for new residential development, but enforcement at the community level — particularly for informal additions and extensions — remains patchy, according to civil engineers and urban planners.
New residential developments in the Corporate Area and in resort corridors such as Negril and Montego Bay are increasingly marketed with explicit reference to storm resilience. But analysts note that the parishes most exposed to direct hurricane landfall — Westmoreland, Hanover, Portland — tend to have older housing stock and lower household incomes, compounding physical vulnerability with economic fragility.
Why October Demands Continued Vigilance
The meteorological record is unambiguous on the risks of complacency in the season’s second half. Some of the Atlantic basin’s most destructive hurricanes have formed or intensified in October: Hurricane Mitch, which killed more than ten thousand people in Central America in 1998, reached peak intensity on October 26. Hurricane Wilma, which set the record for the lowest Atlantic central pressure ever recorded at 882 millibars, peaked on October 19, 2005. Hurricane Matthew struck Haiti and Cuba in early October 2016, killing more than 600 people.
The NHC’s historical storm database confirms that October accounts for a disproportionate share of the Caribbean’s most intense landfalling hurricanes, partly because by October, storms traversing the main development region have had longer ocean tracks over warm water to intensify, and the Caribbean itself has absorbed four additional months of solar heating since June.
“The public sometimes interprets the passage of the statistical peak — which falls around September 10 — as a signal that danger is receding,” said Dr. Thompson of the Jamaica Met Service. “That interpretation can be fatal. October can produce monsters. We tell people: stay watching, stay ready.”
For the moment, the NHC’s short-range outlook offers no specific cause for alarm over the Caribbean. But forecasters at the Met Service and at NOAA’s National Weather Service are maintaining continuous surveillance of the Atlantic, and ODPEM has its emergency operations network primed to activate at short notice should any of the currently tracked disturbances consolidate and recurve toward the island chain.
Jamaicans — and the wider Caribbean — are being asked to treat the next six weeks not as a season winding down, but as a season still capable of delivering its worst.
