TransJamaican Highway Limited is investing over $700 million in improved on and off ramps at Free Town and Hartland along the East-West leg of Highway 2000, part of a broader push by the operator to reduce congestion at key interchange points rather than simply raise tolls to fund general maintenance.
The investment sits alongside a wider pattern of toll adjustments across the Highway 2000 network. Cash tolls on TransJamaican Highway rose on August 1, 2026, with increases ranging from roughly 1.8 to 12.5 percent depending on plaza and vehicle class, while T-Tag electronic toll users received a 90-day reprieve before their own rates rise on October 31. The May Pen to Williamsfield extension of the East-West corridor moved to full operations in 2025, adding capacity to a corridor that has carried growing traffic since the highway network opened in 2003.
Toll increases on Jamaican highways are tied by concession agreement to US Consumer Price Index movements and the USD/JMD exchange rate, adjustments that happen on a defined annual cycle rather than at the operators discretion. That structure means the ramp investment and the toll increases are, formally, unconnected, one is discretionary capital spending, the other a formula-driven adjustment, even though the public experiences both as the same highway simply costing more to use while still under construction in places.
For regular commuters, the practical upside of ramp investment is faster merge and exit times at two of the networks more congested points, a genuine service improvement that toll revenue is meant to fund, even if it arrives at the same time as a separate, unrelated toll increase that has nothing to do with the ramps themselves.
