Jamaica does not give pensioners an automatic property tax discount. Instead, property tax relief for pensioners comes through Special Discretionary Relief, granted by the Ministry of Finance in cases of genuine hardship. Pensioners, the elderly, people on fixed incomes and persons with disabilities are among the groups it is meant for.
Application forms are available at tax offices (collectorates) and through the local municipal corporation. Applications are reviewed by a parish committee drawing on Tax Administration Jamaica, the local authority and the ministry, which decides whether to grant relief and how much. Relief is given for one year at a time, so it must be applied for again each year. Supporting papers such as proof of pension income and of ownership help.
Other reliefs may fit better. Statutory relief applies where land is valued for a more intensive use than it is actually put to, such as a home in an area zoned commercial. Agricultural land can be de-rated. An owner who thinks the valuation itself is wrong should object to the valuation instead.
Many US states and Canadian provinces give seniors automatic exemptions or deferrals; Jamaica’s approach is case-by-case.
