Barbados’s second-largest credit union is preparing to break ground on a multi-million-dollar housing development in the parish of St James, offering 34 serviced lots alongside a range of home designs for members seeking to enter the property market. The development, known as Deanstown Heights and located in St Silas near the upscale Apes Hill polo estate and Royal Westmoreland, represents a significant step for the City of Bridgetown Cooperative Credit Union Limited and its insurance and financial services subsidiary.

Credit Union Capital Goes Into Housing
The development is being undertaken by the City of Bridgetown Financial Services and Insurance Agency, the insurance arm of the City of Bridgetown Cooperative Credit Union. It is described as the subsidiary’s flagship housing initiative. Barbados Today reported that more than a dozen members had already expressed interest in purchasing, with some having submitted their documentation to select their preferred home models even before ground has been broken.
The project is structured to provide financing at 95 per cent of the value of the lots, an unusually high loan-to-value ratio that reflects the credit union’s intention to make homeownership accessible rather than aspirational for its membership base. Senior Operations Officer Shonelle Smith explained that COBFSIA had long wanted to provide housing solutions and investment opportunities for members, and that the project represented a chance to partner with established builders and developers to deliver that for the credit union community.
Process and Timeline
The project’s construction timeline is contingent on the completion of documentation and financial approvals. Members who have indicated interest are required to submit model certificates to initiate the transfer of land. Once documentation is exchanged between attorneys and financial institutions are satisfied that funding conditions are met, disbursements to the construction company will proceed. Ground will not be broken until those institutional conditions are fulfilled, which reflects a careful, financially disciplined approach to delivery.
The overall project cost is expected to be determined once the selection process and funding approvals are concluded. The involvement of external financial institutions alongside the credit union’s own resources suggests a layered financing structure typical of larger residential developments.
Why This Matters for the Caribbean
The Deanstown Heights project is notable because it demonstrates a model for housing delivery that does not rely primarily on government construction programmes or commercial developers targeting the upper end of the market. By channelling credit union capital into a member-focused residential development in a desirable parish at an accessible financing level, the City of Bridgetown Credit Union is essentially acting as a community development finance institution, bridging the gap between member savings and homeownership.
This follows a broader Barbados budget decision in March 2025 that expanded credit union investment powers, allowing such institutions to direct up to 25 per cent of their assets into real estate, tourism projects, and renewable energy. The Deanstown Heights project appears to have been in development ahead of that policy change, but the budget’s provisions will give credit unions across the island additional room to pursue similar initiatives.
Across the Caribbean, credit unions are some of the most trusted financial institutions serving ordinary working families. If the Deanstown Heights model proves successful, it may offer a replicable template for other islands where credit unions hold substantial member deposits but have historically had limited mechanisms to channel that capital into residential development at accessible price points.
