The Jamaica Constabulary Force is actively investigating a wave of real estate rental fraud targeting people displaced by Hurricane Melissa, according to Acting Senior Superintendent Victor Barrett, deputy director of the Counter-Terrorism and Organised Crime Division, speaking at a JIS Think Tank session. Persons are capitalising off peoples tragedy, he said.
The scheme is straightforward and effective precisely because it targets people with no time to be careful. Scammers post fake rental listings on social media in areas where hurricane victims urgently need housing, claim several other people are already waiting to view the property, and pressure the target to transfer a holding deposit, often around $50,000, to secure a viewing slot. Once the money moves, the scammer disappears. So they are playing on the impulse of the weak right now, Barrett said. If you have a house with your children and it was destroyed by Melissa, you need somewhere to go.
The fraud is new enough that the JCF describes it as an active, fresh investigation rather than a settled case, and Barrett was careful not to overstate how far along it is. We saw it in the social media last week, so its very new, he said. So we are doing some investigations along those lines.
For anyone searching for housing under pressure, the practical defences are unglamorous but effective: never transfer money to view a property, verify a listing agent is a licensed member of the Realtors Association of Jamaica before sending anything, and treat any artificial urgency, several other viewers waiting, the listing will be gone in minutes, as a warning sign rather than a reason to move faster. Scammers rely on exactly the urgency that a housing crisis creates. Slowing down, even by a day, is the single most effective thing a displaced family can do to avoid becoming a second victim of the same storm.
