Cabinet has met with the National Reconstruction and Resilience Authority (NaRRA) and more than a dozen state agencies to begin lining up projects for the authority’s register, as the Government moves to speed up rebuilding after Hurricane Melissa.
The special meeting took place on Friday, 19 June, at the AC Hotel in Kingston.

Housing and infrastructure agencies at the table
Among those present were the National Housing Trust, the Housing Agency of Jamaica, the National Land Agency, the Urban Development Corporation, the National Water Commission, the National Works Agency and the National Road Operating and Constructing Company. The Office of Disaster Preparedness and Emergency Management, the Jamaica Social Investment Fund, the Jamaica Defence Force, the Port Authority of Jamaica, the Factories Corporation of Jamaica and the Office of the Prime Minister also attended.
NaRRA is intended to act as the central coordinator for post-hurricane reconstruction, cutting red tape, reducing fragmentation between agencies and preventing delays.
Building the authority and its pipeline at once
Prime Minister Dr Andrew Holness described the task as a set of concentric circles. The first is setting up the organisation itself: legislation, leadership and staff. A chief executive is in place, and offices and personnel are next, with the Prime Minister stressing that the work will not be done one step at a time.
The second circle is identifying projects for the register. Many have been in development for years without being completed. A central aim, he said, is connectivity, so that each agency considers how its work links with others and the pieces form a working network.
NaRRA’s chief executive, retired Major General Antony Anderson, told the meeting that success must be shared. He warned that missing this window could mean losing perhaps the greatest development opportunity Jamaica has had in a long time, and said he wants the country to become a global model for resilient reconstruction.
What it means for homeowners and communities
With the NHT, HAJ, land and water agencies all feeding projects into one register, NaRRA’s list is likely to shape where new housing, roads and utilities are delivered in hurricane-hit areas. Residents and property owners in affected parishes will want to follow which projects are selected, since they could influence both the pace of recovery and the value of land nearby.
