Jamaica Sold 1,225 Acres of Bernard Lodge Farmland to Seven Developers

The Greater Bernard Lodge Development Plan will create an integrated community spanning 5,400 acres, with 3,027 acres dedicated to agriculture and the remainder split between housing, light industrial and commercial activity, social services, open and recreational space, and an urban centre, Prime Minister Andrew Holness disclosed. Cabinet has already approved the sale of roughly 1,225 acres of that land for mixed residential, commercial and light industrial purposes to seven different developers.

The transfer isn’t purely commercial. Cabinet separately approved handing over 102 acres to the National Housing Trust and the Housing Agency of Jamaica at zero cost, specifically to help lower the cost of housing for people of limited means, a direct subsidy built into the land disposal itself rather than a separate government spending line. Gross earnings from the land sales already completed are expected to exceed $3.8 billion.

Bernard Lodge sits inside a broader pattern of Jamaica converting large, formerly agricultural landholdings into mixed-use development at scale. A comparable, though smaller, example is the former Montpelier estate in St James and Hanover, 2,448 acres the Development Bank of Jamaica spent years trying to divest after acquiring the assets of the failed Jamaica Orange Company during the 1999 banking crisis; roughly 525 acres went to one buyer in 2010, with a further 1,600-plus acres leased to an agricultural developer years later after the DBJ struggled to find takers for the full block.

The scale difference matters. Bernard Lodge’s 3,027 agricultural acres alone are larger than Montpelier’s entire footprint, and unlike Montpelier’s decade-long, piecemeal divestment, Bernard Lodge combines commercial land sale, direct housing subsidy through the free NHT and HAJ transfer, and a planned urban centre in a single integrated plan, a more deliberate structure than simply selling off state land to whichever developer shows interest first.
