The National Irrigation Commission maintains 237 kilometres of canals and drains across the Black River morass, protecting 34 St Elizabeth communities from flooding. It is a programme that is, in effect, a housing security system for thousands of families.

Plans for a coastal highway extension to St Elizabeth are generating optimism among Black River’s business community. For the property market, improved connectivity could be the structural shift that transforms the town’s residential and tourism investment appeal.
