As Kingston’s commercial property values rose through the mid-2010s, so did the sophistication of the title fraud schemes targeting those properties. This report examines how organised fraud networks exploited weaknesses in the conveyancing system to attack commercial titles in New Kingston, Downtown, and the growing business corridors of St Andrew.
