The government began implementing an electronic land titling project at the National Land Agency in 2021, aiming to replace physical certificates of title with electronic ones and improve Jamaicas standing in the World Bank Doing Business rankings, where the country sat 85th out of 190 economies on registering property at the time, according to the Gleaner. Then Minister of Information Fayval Williams said the six-year project would begin that financial year.
The mechanics matter for anyone dealing with the NLA now. A paper certificate of title has been the legal proof of ownership under Jamaicas Torrens system for generations, but paper titles carry real practical risk: they can be lost, damaged, destroyed by fire, flood or hurricane, or simply misplaced across a family over multiple generations, each loss requiring a formal statutory declaration process to replace. An electronic title removes most of that physical risk and, in principle, speeds up the searches, transfers and mortgage registrations that currently depend on physically locating and verifying a paper document.
The project was also framed explicitly around administrative efficiency rather than just record-keeping: reducing the human resource burden on the Titles Office and creating opportunities for the NLA to collaborate more directly with Tax Administration Jamaica and other agencies that need to verify property ownership as part of their own processes.
For anyone with an unregistered or paper-only title sitting in a family for years, the practical takeaway is straightforward, if not urgent: a system built around electronic titles will, over time, make an unregistered or hard-to-locate paper title more of an outlier than it already is, and more of a genuine liability at the point a family actually needs to sell, mortgage or formally divide the land.
