An Atlanta church’s plan to build tiny apartments for vulnerable seniors faced a key vote in February 2026, Axios Atlanta reported.
Turner Monumental AME Church in the Kirkwood neighbourhood proposed 47 micro-units of about 260 square feet each on a 0.66-acre site, aimed at low-income seniors and formerly unhoused people. Developer Stryant Investments would provide on-site supportive services, including mental health and substance-abuse counselling. The city’s Zoning Review Board was due to vote, with its recommendation then going to the Atlanta City Council.
Many Kirkwood residents organised against the plan, raising concerns about density, parking and whether permanent supportive housing fits a single-family neighbourhood. Neighborhood Planning Unit O rejected the rezoning in late January.
Pastor Jeff Cooper made the church’s case in an opinion article: “What if, instead of asking only what might go wrong, we also dared to ask what might go right?”
The dispute captures the central obstacle for church housing projects. Churches often own land in established residential areas that is zoned only for worship or single-family homes. Building apartments requires a rezoning, and rezonings give neighbours a formal voice. The church’s land is valuable precisely because of where it is, but that location also brings opposition.
Jamaican churches considering housing on their land will face their own planning approvals from municipal corporations and the NEPA process where applicable. Engaging neighbours early, explaining who will live there and how the site will be managed, and designing for parking and privacy can make the difference between approval and rejection. A project that is presented only after plans are drawn is far more likely to meet resistance.
