Negril, Westmoreland
The security situation in Westmoreland, Negril’s home parish, has shifted measurably. A police command that inherited a division recording 117 murders annually reduced that figure to 39 within twelve months, representing the highest percentage murder reduction of any division across Jamaica in that period. By mid-2026, the figure had fallen further still. This is not a marginal change in the conditions that shape investor confidence in the resort area. It is a substantial one.

Crime as a Property Market Variable
The relationship between public safety and real estate values in resort destinations is well documented and direct. When a destination carries a reputation for elevated crime risk, buyers discount the value of the property they are considering, demand higher yields to compensate for the risk premium, or walk away from the market entirely. Travel advisories amplify the effect: a Level 3 advisory from the United States government, urging visitors to reconsider travel, affects the occupancy rates of the hotels whose revenue underpins the investment case for surrounding properties.
Jamaica’s overall travel advisory was upgraded from Level 3 to Level 2 in mid-2025, following a 43.3 per cent reduction in murders nationally. For Negril, which had been specifically cited by local business leaders as a destination where crime against local workers was undermining community wellbeing, the improvement in Westmoreland’s security record matters at a very practical level. Workers who feel safer in the community that sustains the resort are more likely to remain in their roles. Businesses that operate in a more secure environment face lower costs and lower staff turnover.
The Tourism Board’s Assessment
Officials from the Jamaica Tourist Board, speaking at a stakeholder meeting in Negril in June 2026, described the resort as one of the country’s preferred destination areas and praised what they characterised as a resilience that distinguishes Negril in the marketplace. The combination of a declining crime trend, an improving national travel advisory, and a pipeline of hotel and property investment in the corridor creates conditions that have not previously coexisted in quite this configuration.
What Buyers Should Know
Improved security conditions are a necessary but not sufficient condition for a sustained uplift in Negril’s property market. Infrastructure, governance, and water supply remain structural constraints. But for buyers who have hesitated because of the security question, the data from 2024 and 2025 provides a more substantive basis for confidence than has existed in recent years. The improvements are real, they are measurable, and they are being registered in the assessments of national and international institutions, not merely in political statements. That is a different and more reliable signal than an announcement. For a market that has long had more promise than delivery, the distinction matters.
