Kingston, Jamaica, 22 July 2026
The Urban Development Corporation’s annual Strategy Day 2026, held at Dunn’s River Falls and Park in Ocho Rios, brought together more than 600 employees to review the agency’s corporate plan and align on priorities for the coming year. The headline housing commitment, approximately 1,200 new housing solutions as part of the UDC’s forward programme, reflects the agency’s stated intent to integrate residential development more directly into its national mandate alongside its tourism, urban renewal, and public space work.
The UDC occupies a distinct position in Jamaica’s development landscape. Unlike the NHT, which focuses primarily on mortgage financing and residential housing delivery, or the HAJ, which concentrates on settlement regularisation and open-market housing, the UDC brings together housing, tourism infrastructure, commercial development, and urban public space management under a single strategic mandate. That integrated approach means that UDC investments in resort areas, waterfront zones, and major urban centres tend to have layered effects on property values in surrounding communities, rather than the more contained footprint of a purely residential housing scheme.
Tourism Infrastructure and Its Property Market Effect
The UDC’s portfolio includes control and management of some of Jamaica’s most visited public spaces and tourism assets, including Dunn’s River Falls, the Ocho Rios waterfront, and a range of properties across the island’s resort corridors. When the agency upgrades these assets, the surrounding residential and commercial property market typically responds positively. Improved public infrastructure raises the quality of the local environment, supports higher visitor numbers, and signals to private investors that the area is a priority for ongoing national development attention. Each of those signals tends to attract further private investment, compressing timelines on development decisions that might otherwise remain speculative.
The proposed nine-acre development in Ocho Rios, mentioned in strategic discussions earlier this year, is a specific project worth monitoring. A nine-acre mixed-use development in an established resort town, executed by a national development agency, has the potential to reshape a meaningful block of the Ocho Rios commercial and residential property landscape, depending on what programme the UDC ultimately delivers on that site.
What Investors and Buyers Should Note
For investors, the UDC’s Strategy Day is useful as a forward indicator of where national development agency resources will be concentrated in the 2026 to 2027 cycle. Agency investment tends to be a leading indicator of private investment, because it reduces uncertainty about the planning and development environment in the areas being targeted. Communities and corridors that appear prominently in UDC plans are worth monitoring as potential early-mover zones for residential and commercial property investment.
For buyers in the north coast resort corridor, particularly around Ocho Rios and the St Ann communities to its east and west, the UDC’s continued commitment to investment in the area supports the medium-term case for property values in those locations. The north coast’s fundamental appeal, combining tourism demand, lifestyle access, and improving highway connectivity to Kingston, has been consistently reinforced by public agency investment over multiple development cycles. The 2026 strategy plan continues that pattern.
