NHT contributions are not only for employees. An NHT self-employed contributor is anyone working for themselves in Jamaica, from a tradesman or vendor to a consultant or business owner, who pays National Housing Trust contributions directly on their own earnings. Domestic workers, gardeners and caregivers who work in other people’s homes are also handled under this arrangement.
Rates and returns
Self-employed people contribute 3% of their income, worked out after business expenses for sole traders. Domestic workers, gardeners and caregivers pay 2%. Payment is made through Tax Administration Jamaica, online or at a tax office.
The reporting cycle follows the tax year:
- An estimate of the year’s income is filed on form SO4A by 15 March, setting the quarterly payments.
- Payments are due quarterly, by the 15th of March, June, September and December; monthly payments are also accepted.
- A return of actual earnings is filed on form SO4 by 15 March of the following year.
Registration is through the tax authority or an NHT branch’s compliance department.
What compliance unlocks
Compliant self-employed contributors have the same housing benefits as employees: low-interest loans to buy, build or improve, scheme applications, grants and refunds with interest in the eighth year after each contribution. They can also get a tax compliance certificate, which is required for many licences, contracts and government dealings.
Non-compliance carries real costs. Missing contributions remove eligibility for loans, grants and refunds, reduce points for scheme allocation and can attract penalties.
Practical tips
Self-employed applicants request their eligibility letter at an NHT office rather than online, and should bring proof of income, such as tax returns and financial statements. Lenders often ask for two or more years of records, so a consistent filing history helps both the NHT and any partner bank. People who are both employed and self-employed need to keep both records up to date.
In Canada and the UK, self-employed people make national insurance or pension contributions in a similar way, but there is rarely a housing benefit attached.
