Terms of Reference (ToR)

A Terms of Reference (ToR) is like a set of clear instructions that tell everyone what needs to be done in a project, who is in charge of what, and what the final result should be. In Jamaica, when the National Environment and Planning Agency (NEPA) looks at a new building or development, the ToR helps guide the project by laying out all the important steps. It makes sure the environment isn’t harmed, and that everyone follows the rules for things like land use and protecting nature. For example, if someone wants to build a new neighborhood, NEPA’s ToR would make sure studies are done to see how it affects the land, animals, and people living nearby. Around the world, ToRs are important for keeping projects organized and making sure they don’t cause problems for the environment or the community. They help everyone stay on the same page and make sure things are done right from start to finish.
