Hurricane Lenny struck the Caribbean in the final weeks of November 1999 with an unusual meteorological characteristic: it tracked from west to east rather than following the easterly-to-westerly path that most Atlantic hurricanes take. This reversed approach exposed the western, normally sheltered coasts of Caribbean islands to direct hurricane-force wind and wave action that their coastal infrastructure had not been designed to withstand. The resort properties and beach formations that had been developed on the assumption that they were partially protected by island topography from hurricane impacts found, during Lenny, that the assumption was not universally valid.
Jamaica was not in Lenny’s direct path and avoided the storm’s most severe impacts. But the regional experience of Lenny was closely followed by coastal planners and advocates in Jamaica as a demonstration of the limits of assumed coastal hazard patterns. The lesson was directly relevant to Jamaica’s coastal development approval process: the standard setback requirements and coastal hazard assessments that governed development approvals in Jamaica had been calibrated against the historical pattern of storms approaching from the east and south. A storm with a Lenny-like trajectory would generate wave action from directions not accounted for in those standard assessments.
The Reef Recovery Context
While storm season concerns occupied regional attention, the ongoing monitoring of reef recovery after the 1998 bleaching event continued to provide a more granular picture of Jamaica’s coastal ecological condition. Surveys conducted through the second half of 1999 confirmed that recovery was occurring but was heterogeneous: sites with good water quality and low fishing pressure were showing more promising signs of coral recruitment than sites where these conditions were not met. The management implication was clear: improving water quality through reducing runoff from developed land and managing fishing pressure through MPA enforcement were the levers most likely to improve reef recovery trajectories. Both remained difficult to act on, for the institutional and political reasons that had constrained management action throughout the decade.
