NHT Plans to Invest $57.7 Billion in Housing Solutions for 2021/22 Fiscal Year

The National Housing Trust has set its most ambitious capital expenditure budget in the agency’s history, committing $57.7 billion toward housing solutions in the 2021/22 fiscal year. The plan targets commencement of 8,513 housing solutions and completion of 7,043 units by March 31, 2022, representing a significant acceleration from the delivery pace of the previous fiscal year, which was disrupted by the onset of the COVID-19 pandemic.

The NHT’s capital expenditure has more than doubled since 2016/17, rising from $24.1 billion to the current $57.7 billion. That trajectory reflects both the growth of the Trust’s contribution base and a deliberate policy commitment to expand housing delivery as a central pillar of the government’s economic recovery agenda.

A Recovery Budget with Housing at Its Centre

The 2021/22 NHT budget arrives in the second year of the pandemic. COVID-19 devastated construction timelines across Jamaica in 2020, with lockdowns, supply chain ruptures, and labour shortages pushing completion dates out by months on dozens of schemes. The $57.7 billion commitment is, in part, a declaration that the NHT intends to make up for lost time, accelerating both new commencements and the completion of units already in ground.

The projects named for commencement include developments in Albion, St. Thomas and Point, Hanover under the Guaranteed Purchase Programme. Completions are scheduled at Colbeck Castle phases one and two in St. Catherine, Friendship phase one in St. Elizabeth, and Ruthven Road phase one in Kingston. The geographic spread of both commencements and completions reflects the NHT’s island-wide mandate rather than a concentration of resources in the capital.

Mortgage Loans and the Demand Side

Beyond construction, the NHT plans to disburse 12,083 mortgage loans under its various programmes: build on own land, open market, construction, joint mortgage finance, and house lot loans. Separately, 7,324 new mortgages with a total value of $30.27 billion are projected by the close of the fiscal year. These numbers speak to the Trust’s role not only as a developer but as the dominant mortgage provider for Jamaica’s working class.

The mortgage disbursement target is important context for understanding the broader housing market. Every NHT mortgage activated is a family moving from renting to owning, from informality to the formal property record, from vulnerability to a degree of economic security. The cumulative social impact of 7,000-plus mortgages in a single year is not trivial.

“The NHT’s $57.7 billion budget is a serious commitment, and the doubling of expenditure since 2016 is genuinely significant progress,” said Dean Jones, Managing Director of Jamaica Homes. “But the construction disruptions from COVID make 2021/22 a particularly challenging delivery environment. The completion targets will require excellent contractor management and real project discipline.”

The Post-COVID Construction Challenge

The pandemic has not resolved Jamaica’s structural construction constraints; it has compounded them. Material costs have risen sharply. Cement, steel, timber, and imported fittings are all more expensive in March 2021 than they were in March 2020. Skilled labour shortages, already chronic in the sector before the pandemic, have worsened as workers migrated to other industries or emigrated during the economic dislocation.

The NHT’s $57.7 billion will buy fewer units in 2021/22 than the same money would have bought in 2019/20. The inflation dynamic is a silent headwind on every housing programme in the region. Understanding this context is essential to fairly assessing whether the NHT hits its targets, and what it would mean if it does.

Jamaica’s housing deficit does not pause for pandemics. The demand that went unmet in 2020 accumulates into 2021 and beyond. The NHT’s record budget is the right response. Execution, in the conditions that now exist, will be the real test.
