Kingston, Jamaica, 23 June 2026
The Government set aside $67 billion to respond to Hurricane Melissa, Finance Minister Fayval Williams has said. She also gave a ministry-by-ministry breakdown of where the money went.
Mrs Williams gave the details at the post-Cabinet press briefing at Jamaica House on Wednesday, 10 June. The funds were approved through the third and fourth supplementary estimates for the 2025/26 financial year, following the Category Five storm in October 2025.

The largest items
The biggest single item in the third supplementary estimates was a $24 billion loan to the Jamaica Public Service. The Ministry of Economic Growth and Infrastructure Development received $7.5 billion, and the Ministry of Local Government and Community Development $4.6 billion.
Other allocations included $3.4 billion for the Ministry of Tourism and $3.2 billion for the Ministry of Water, Environment and Climate Change. Agriculture, Fisheries and Mining received $3 billion, while Education, Skills, Youth and Information got $2.3 billion. The Ministry of Health and Wellness received $1.965 billion and the Ministry of Energy $1.5 billion.
Money for roofs
The fourth supplementary estimates added $10 billion for the Ministry of Labour and Social Security to fund the ROOFS programme. They also provided $3 billion for the Ministry of Finance and the Public Service and a further $400 million for health.
What it means for homeowners
For families still repairing storm damage, the $10 billion earmarked for the ROOFS programme is the figure most directly tied to their homes. Households that applied for roofing help should keep their documents and receipts to hand and follow up only through official government channels.
The spending on infrastructure, electricity and local government also matters to property owners. Restored roads, power supply and parish services affect how quickly damaged communities recover and how attractive they remain as places to live and invest.
Taken together, the two supplementary estimates show that the largest shares went to electricity and to housing repairs. The next thing to watch is how quickly these allocations turn into completed work in the communities hit hardest by the storm.
