Prime Minister Andrew Holness used the handover of new NHT apartments on Howard Avenue, delivering more than 240 housing solutions, to draw a distinction many recipients of government housing assistance may not fully register: the National Housing Trusts own social housing initiative and the separate New Social Housing Programme run through the Ministry of Economic Growth and Infrastructure Development work on fundamentally different ownership models, according to the Office of the Prime Minister.
Under the NHTs social housing initiative, units like those at Howard Avenue remain within the Trusts housing pool rather than passing to the occupants heirs. These five units here will be part of the NHTs programme of social housing, Holness explained. It is distinct from the New Social Housing Programme, where the houses pass on to generations. In this NHTs social housing programme, the house will not pass on to generations; it will remain in the pool, to continue housing other eligible people over time.
The New Social Housing Programme works the opposite way: eligible beneficiaries become the legal owners of their homes outright, allowing the asset to support their families across generations, the way NHT open-market and standard scheme purchases already function for contributors who can afford a mortgage.
The distinction matters most for people at the lower end of the income scale, who are the group both programmes are explicitly designed to reach, and who have the least room to absorb confusion about which kind of housing assistance they have actually received. A family assuming they own a home outright, when the unit is in fact designed to revert to a shared pool, faces a very different set of expectations about inheritance, resale and long-term security than a family under the generational-ownership model. Both programmes serve a genuine need. Knowing which one you are actually in is not a technicality.
