Hellshire View, the Shooters Hill scheme near Portmore promoted as “623 housing solutions” with first units expected by November 2023, has been placed in receivership. The project lender appointed a receiver and notified the Housing Agency of Jamaica, a partner in the scheme, by letter on October 9. Two-bedroom detached houses are still listed from J$17.2 million and still marked as under construction, after delays blamed on difficult rock, extra excavation and retaining-wall costs.
The HAJ says agreed prices will be honoured for buyers who signed contracts and paid deposits, and receivership does not automatically mean cancellation. But the receiver’s mandate, a funded construction timetable and a new handover date have not been made public. For families who paid deposits and missed their handover dates, the question remains: when does a promised home become a key in the door?

In inked watercolour on a warm orange-red wash, a flustered man in a suit and hard hat tumbles backwards over a rolling barrel labelled “RECEIVERSHIP”, still clutching a paper marked “DUE NOV 2023”. Behind him, bare concrete house frames sit on jagged rock under a sign reading “623 HOMES PROMISED”, while weary Jamaican buyers look on above a caption strip: “STILL WAITING”.
