Buyers spend months modelling the purchase and almost no time modelling the ownership. That is backwards, because the purchase happens once and the ownership happens every year for thirty.
Jamaica is unusual here. One of the major recurring costs is remarkably light by international standards. Another is rising faster than almost anywhere in the world. Understanding which is which changes how you should budget.

Property tax is charged on the land, not the house
This is the single most misunderstood feature of Jamaican homeownership, and it works strongly in owners’ favour.
Property tax is levied on the unimproved value — the site value of the land as recorded on the Property Valuation Roll. Not the market value of the property. Not the value of the building. The land as if nothing were on it.
Rates run on a banded scale from 0.5% to 0.9% of that unimproved value.
The practical consequence is significant. Build a second storey, add a pool, renovate the kitchen to a high specification — none of it increases your property tax bill, because none of it changes the unimproved value of the site. Compare that with the UK, where council tax bands respond to property value, or most of North America, where assessments are based on the improved property.
Two things to be aware of:
- Valuation Roll revisions. When the Roll is revalued, unimproved land values across a parish can move substantially, and your bill moves with them. A revaluation is the one event that materially changes what you pay.
- Arrears attach to the property. Confirm during conveyancing that property tax is paid up to date. Outstanding arrears are a matter for the property, not the previous owner’s conscience.
Tax Administration Jamaica operates an online property tax query and payment service. Early payment discounts are available in some years — worth checking rather than assuming.
Insurance is the cost moving fastest
Where property tax is a structural advantage, insurance is a structural problem.
Hurricane Melissa in October 2025 caused damage, losses and additional costs estimated by the Planning Institute of Jamaica at approximately J$1.953 trillion — roughly US$12.2 billion. An event of that scale does not just generate claims; it repriced catastrophe reinsurance across the entire Caribbean, and those costs pass through to household premiums.
An unusually high proportion of Jamaican homes carry no cover at all. For a cash purchase that is a choice, though rarely a wise one on an exposed site. For a financed purchase it is not a choice — lenders require peril insurance on the structure and mortgage protection life cover, and both are annual.
Practical points:
- Quote insurance before you make an offer, not at closing. On a coastal, low-lying or hillside property the premium can be materially different from the figure you assumed.
- Insure to rebuild cost, not purchase price. These are different numbers, and construction costs have risen sharply.
- Check the peril exclusions and the deductible. Windstorm and flood deductibles are often expressed as a percentage of sum insured rather than a flat figure.
- Documented resilience helps. A house built visibly to Jamaica Building Code standards with professional oversight is easier and cheaper to insure than one without.
Utilities, and why they are rising
The housing, water, electricity and gas division of the Consumer Price Index rose 0.5% in June 2026 alone, driven specifically by higher household rental costs and electricity charges.
That is not a local quirk. Jamaica imports effectively all of its fuel, so global energy prices feed directly into JPS bills. Transport costs in the CPI rose 7.3% year-on-year with petrol-related costs up 15.9%, and the same input drives electricity generation.
This is the strongest financial argument for solar in Jamaica, and it is worth modelling properly rather than dismissing on the headline installation cost. The NHT also offers loan facilities directed at energy efficiency, which changes the arithmetic for contributors.
Water supply is the other recurring item, and in areas subject to interruption a tank and pump is a practical necessity rather than an upgrade.
Strata and scheme charges
If you buy an apartment or a unit in a gated development, maintenance fees are a monthly obligation that continues whether or not you are in occupation.
Before buying into a strata, ask for the accounts. Specifically: what is in the sinking fund, what major works are anticipated, and what proportion of owners are in arrears. A strata with deferred maintenance and a thin reserve will levy a special assessment eventually, and it will land on whoever owns the unit at the time.
Maintenance, in a climate that is hard on buildings
Salt air, intense UV, heavy seasonal rainfall and high humidity are unforgiving. Roof waterproofing on concrete slabs, exterior paint, timber, metalwork and air conditioning all have shorter lives in Jamaica than in temperate climates.
A common planning figure internationally is 1% to 2% of property value annually for maintenance. In coastal Jamaica the upper end of that range is the realistic one, and deferred maintenance compounds faster here than most owners expect.
Putting it together
An annual budget for a Jamaican home should include, at minimum:
- Property tax — 0.5% to 0.9% of unimproved land value
- Peril insurance on the structure
- Mortgage protection life cover, if financed
- Electricity, water, and internet
- Strata or scheme maintenance fees, if applicable
- Maintenance reserve — plan toward 1.5% to 2% of value in coastal locations
- Security, where relevant
The headline is genuinely favourable: Jamaica taxes property ownership lightly, and taxes improvements not at all. That is a real advantage, and it is one of the reasons building rather than buying makes sense for so many owners here.
But the advantage sits alongside insurance and energy costs that are both rising, and rising for reasons — catastrophe exposure and fuel import dependence — that are structural rather than cyclical. Budget for the direction of travel, not just the current figure.
