In Vine City, on Atlanta’s Westside, a church is helping to keep older residents in place. The Legacy at Vine City will provide 105 apartments for seniors aged 62 and over, SaportaReport reported in April 2018, bringing together Higher Ground Empowerment Center Church, city agencies and a nonprofit developer.
Bishop Dexter L. Johnson of Higher Ground explained the numbers. “The average rent on a one-bedroom right now will run about $834 or a little bit higher. But the average rent right now in this community is $1,100,” he said.
The financing is layered. Invest Atlanta provided bond funding, the Atlanta Housing Authority committed rental assistance, and state funding and tax incentives filled the gaps, with the Beverly J. Searles Foundation acting as nonprofit developer alongside Oasis of Vine City, a church project. Councilman Ivory Lee Young Jr and Mayor Keisha Lance Bottoms backed the scheme. None of those sources on its own would have brought rents down far enough; it took the combination, with the church as the local anchor, to make the numbers work for pensioners on fixed incomes.
Construction was expected to take about 14 months or more, with tenant recruitment starting after January 2019. The one-bedroom rents Johnson quoted would sit roughly a quarter below the neighbourhood average.
Atlanta has a fast-growing Jamaican and Caribbean community, and Vine City shows how a church can act as the trusted local partner that makes public money work in a neighbourhood. For churches in Jamaica weighing a housing project, the lesson is that land and goodwill are only the start; bonds, rental subsidies and tax incentives often decide whether rents end up genuinely affordable for pensioners and returning residents.
