Portmore, Jamaica — 4 March 2024
The Prime Minister officially launched the Chester Creek housing development in Portmore on Tuesday, marking the entry of a new gated townhouse community to the market for young professionals and families in St. Catherine. The project, developed by West Indies Home Contractors Limited, will deliver 328 two-bedroom townhouses across four phases, priced at approximately $29.95 million per unit at launch. Phase one is already complete, with phases two and three under active construction.

Chester Creek occupies land on Westchester Drive in Portmore, a location that balances proximity to Kingston’s employment base with the lower land cost that makes large-scale townhouse development financially viable. WIHCON has been a reliable presence in Jamaica’s middle-market residential space for decades, and Chester Creek follows the established playbook: volume delivery, full community amenities, and a price point that reaches the professional-class buyer who cannot afford the uptown hills but wants more than the basic NHT scheme.
A Community, Not Just a Housing Estate
The amenity specification at Chester Creek is notably comprehensive for the price bracket. The programme includes a community centre with day care, a netball court, a football playfield with stands, a playground, a National Water Commission utility lot, a clubhouse with pool, a commercial centre, a church, and a community park with gazebo, jogging trail, exercise stations, and park benches. This is not a collection of units surrounded by a fence. It is an attempt at a planned community, a genuine neighbourhood rather than a dormitory estate.
The inclusion of a day care and commercial centre within the development reflects an understanding of how young professional families actually live. A development that integrates childcare, retail, and recreation within walking distance of the front door removes the friction that makes suburban living less attractive to the demographic Chester Creek is targeting. WIHCON has clearly studied what its buyers want.
Portmore’s Evolving Market
Portmore’s reputation in the Jamaican housing market has historically been defined by its affordability, its density, and its problematic drainage and flooding profile in certain zones. Chester Creek is part of a broader evolution of the Portmore residential offer toward a more aspirational product. The gated format, the townhouse unit type, and the amenity programme signal a different market position from the NHT schemes that historically defined the municipality.
At $29.95 million per unit, Chester Creek is affordable by Kingston and St. Andrew standards for comparable product, though it sits above the NHT loan ceiling for most single applicants. Buyers will typically need a combination of NHT financing and commercial bank top-up, or joint-applicant income, to complete the purchase. That financing structure is standard for the Portmore market, where the buyer pool skews toward dual-income households and experienced NHT contributors.
“Chester Creek is exactly the kind of product the Portmore market needs right now,” said Dean Jones, Managing Director of Jamaica Homes. “WIHCON has built the community infrastructure alongside the units, which is the right approach. A townhouse development without a school, a day care, and a commercial node creates problems over time. Chester Creek is thinking about the long term.”
The Four-Phase Delivery
A four-phase delivery of 328 units gives WIHCON flexibility to manage sales absorption, construction cash flow, and market feedback between phases. The completion of phase one before the official launch demonstrates that the developer is not asking buyers to commit on the basis of renderings and promises. Buyers can see finished product before they sign. In Jamaica’s development market, where deposit losses and completion delays have damaged buyer confidence in off-plan purchases, that completed phase is a significant sales asset.
Chester Creek is Portmore’s most complete townhouse development announcement in years. If WIHCON executes phases two, three, and four to the standard of phase one, it will have added a genuinely valuable community to the St. Catherine residential landscape.
