KINGSTON, Jamaica — The Housing Agency of Jamaica (HAJ) is planning a significant step-up in construction during the 2025/26 financial year, with 795 housing starts and 563 units to be delivered to the market, according to projections reported by the Jamaica Information Service.

Where the homes will go
The largest number of new starts is earmarked for St. Elizabeth, with 337 units, followed by St. Catherine with 290, St. James with 96 and St. Andrew with 72. Completed units will be concentrated in St. Catherine, where 452 are to be delivered, and St. James, with 111.
To support the expanded programme, the agency plans to increase its staff from 92 to 110. It is projecting a net profit of $725.51 million for the year, down from the $988.95 million forecast for the previous year.
A titling backlog
The HAJ also intends to distribute 208 land titles during the year as part of efforts to widen access to homeownership for lower-income households and informal settlers, and to regularise informal communities.
Since the National Land Titling Programme began in 2012, the agency has issued 10,000 titles across 50 communities. However, 7,700 titles are still waiting to be distributed, meaning the year’s target covers only a small share of the outstanding total.
What it means for buyers and landholders
For home seekers, the new starts in St. Elizabeth and St. Catherine and the deliveries in St. Catherine and St. James are the ones to watch, and NHT contributors in those parishes should keep their records up to date to be ready when units are offered. For residents in HAJ-managed communities who are still waiting on titles, the gap between 208 planned distributions and a 7,700-title backlog is a reminder that the process can be slow. Until a title is in hand, owners cannot readily use their land as security for a loan or sell it at full value, so it is worth following up directly with the agency and making sure all survey, payment and identification documents are complete.
