ST GEORGE’S, Grenada — Grenada will repeal its 2013 Citizenship by Investment Act and its regulations and replace them with new legislation in 2026, Finance Minister Dennis Cornwall announced in his budget presentation on 1 December 2025, NOW Grenada reported.

The existing law has been amended more than 20 times since it was passed. The unit that runs the programme was rebranded in 2024 as the Investment Migration Agency (IMA). The minister said the agency had met its revenue budget by the third quarter of 2025 and was expected to exceed its annual target by about 10 per cent.
Grenada currently has eight real estate projects approved for citizenship investment, the most recent being One True Blue Beach Hotel & Residence and La Sagesse Collections. The new regional regulator for CBI programmes, the Eastern Caribbean Citizenship by Investment Regulatory Authority (ECCIRA), is expected to be based in Grenada and to introduce common due-diligence standards and the collection of biometric data from applicants.
What it means
Analysis: A complete rewrite of the law could change minimum investment levels, holding periods or residence rules for CBI real estate. Buyers considering an approved project may want to wait for the details of the new bill before committing.
