KINGSTOWN, St Vincent — St Vincent and the Grenadines plans to launch a citizenship-by-investment (CBI) programme in 2026, Prime Minister Godwin Friday confirmed in late December 2025, according to reports by investment-migration publications IMI Daily and Citizens International.
Friday’s New Democratic Party won the November 2025 election, ending 24 years of government by Ralph Gonsalves’ Unity Labour Party, which had long resisted a CBI programme. The prime minister linked the decision to the country’s limited room for further borrowing, telling reporters “We can’t borrow much more,” according to IMI Daily. Deputy Prime Minister Major St Clair Leacock, who is responsible for national security and immigration, stressed that the programme would need strong governance and oversight.
According to the reports, the qualifying investment options may include real estate, a national development fund or infrastructure. Minimum investment levels had not been announced. If launched, St Vincent and the Grenadines would become the sixth Caribbean country to offer citizenship by investment.

What it means
Analysis: A real estate route would create a new CBI property market in St Vincent and the Grenadines. It would arrive as the United States and the European Union are tightening scrutiny of Caribbean passport programmes, so the final rules, and how attractive they prove to investors, remain uncertain.
