- New road could unlock housing land.
- St James faces growing residential demand.
- Settlement titling discussions are under way.
- No new housing approvals were announced.

KINGSTON, Jamaica, October 30, 2026 – The Montego Bay Perimeter Road could open previously difficult-to-access land for residential development, while discussions with two public housing agencies may advance efforts to regularise informal settlements in St James Central.
The constituency’s Member of Parliament told the House of Representatives on October 27 that the road corridor has improved access to land that could support additional housing. He also reported discussions with the National Housing Trust (NHT) and Housing Agency of Jamaica (HAJ) on regularising settlements and helping residents obtain titles.
The statements identify potential housing opportunities, but do not constitute an approved development, a funded housing allocation or a confirmed titling programme for specific communities. No number of prospective lots, delivery timetable or application process was announced.
Road access and housing supply
The perimeter road is intended to divert traffic from congested routes through Montego Bay. Government project descriptions have long identified improved access to development land as one of its purposes. The road’s housing implications therefore depend on subsequent planning, infrastructure provision, land ownership and development decisions, rather than road access alone.
Housing pressure in the city has also been linked to workers relocating from neighbouring parishes. Earlier government announcements identified substantial planned worker housing at Grange Pen and Barrett Hall, but those schemes should not be confused with any new development on land accessed by the perimeter road.
What settlement residents should know
The reported NHT and HAJ discussions are at an early stage. Residents have not been given confirmed boundaries, eligibility criteria, fees, survey arrangements or title delivery dates through this announcement. The HAJ has previously been assigned work to upgrade informal communities, but individual tenure outcomes require separate administrative and legal steps.
For prospective buyers and residents, the distinction matters: improved road access does not establish that a parcel is approved for residential construction or that an occupant holds registered title. The next substantive development would be a formal programme, identified sites, funding or an official application route.
