BASSETERRE, St Kitts — Prime Minister Dr Terrance Drew presented an EC$1.075 billion budget for 2026 on 16 December 2025, reporting progress on government housing and land titles while acknowledging a sharp shortfall in revenue linked to the citizenship-by-investment (CBI) programme.

The budget address, themed “Investing in People and Progress”, said 19 of 27 National Housing Corporation homes at Stapleton Village had been completed, with the rest due in 2026. About 80 further homes are planned, with foundations laid at Halfway Tree and Ottley’s and work under way at Gillard’s Meadows, Sandy Point and Newton Ground. It also noted that 131 residents of St Paul’s, La Guerite and Upper Monkey Hill had received land titles in October 2025.
Non-tax revenue came in 48.3 per cent below budget, which the address attributed to a slowdown in CBI receipts. No changes to property tax or stamp duty were announced, the St Kitts Nevis Observer reported.
What it means
Analysis: Lower CBI inflows point to softer demand for CBI-approved property in St Kitts and Nevis, even though the federation was not among the countries named in the US visa restrictions announced the same week. Land titling for existing residents is a quieter but important step in turning occupied land into property that can be mortgaged or sold.
